I have also same issue but when i start the mysql service then only server down slow.

2) Create a Fast Reverse Proxy.
3) Turn on caching.
4) Optimize server settings and defragment database tables.
5) Reduce the time it takes for DNS queries to respond.

There are several ways for a server to slow down as a result of a bad connection. Make sure all required wires are securely plugged in. Check to see whether any relevant cables are contemporary, high-speed wires. Make sure the individual reporting the problem isn't experiencing personal speed issues.
