My requirements are:

CPU: 2 to 4(more is fine too) [Cores]
DISK: 1TB(or more)[hdd is fine with 7200RPM]
BW: 5TB (or more)
PRICE: 30-50USD/m
NETWORK: 1 Gbit(minimum)

Locations: CA, US, Canada, EU

this budget for this specification server is too low, please increase it minimum 70-80$.

Then only some hosting provider serve you this type server.
