Why are EU servers less expensive than those in the United States?

Budget offers, which are popular in Europe, are difficult to come by in the Providers. Hardware is less expensive in the United States (as I can judge from the retail market).

So, why are dedicated servers in the United States more expensive than identical plans in Europe?
