Do I really need Plesk for my Windows virtual private server?

I'm a freelancer with no experience with Windows. I'm attempting to learn how to put up a website, but I'm not sure what I'll need to make it work.

Let's say I'd like to create a website on Windows. Like how linux works, email, mysql, and so on

Is it necessary for me to purchase a plesk? or will it be done without a plesk as well?
